Not sure if this will work but you can try adding Half-Life 2's executable (hl2.exe) to the Data Execution Prevention (DEP) I also get the crash. Tried updating, reinstalling, video changes and the lot. It's on the "Follow Freeman" mission, after shutting down three generators. The snipers in City 17 are located in the area where Barney is stuck - it's the first area you'll be in Follow Freeman: Two in the streets (one behind the trucks and one behind the rumble on the plwxLC.
